What is up with these DHS checkpoints within the USA?

I seen a bunch of vids on youtube about people being asked if they are American, by DHS guys who look Mexican. These "check points" are within the USA, not at the boarder. If I was being stopped in my country for no reason, Id be furious. How are americans letting this happen?

What is the difference if they turn out to be American or not? If they're not they can still get a valid driver's license, drive to the nearest convenience store, but a lottery ticket, win the lottery, and then drive back and collect the winnings.
