For people too lazy to watch video, this guy basically creates CAD drawings of weapons that you can then print out using a 3d printer and assemble yourself. There is currently no law against someone manufacturing their own weapon. Furthermore if there ever is a law, it will be near impossible to enforce once 3d printers become affordable and hit the mainstream market.

In that article their working prototype worked for 6 rounds. Their current protoype fires 600 rounds without failure.
