    He is using a very old trick here. Sometimes when you are on a bad run, you just need to cash a winner to break the bad luck; so he bets both sides to insure he cashes a ticket (in his head they may in fact both be "Rubberband Plays" to break the 0-8 run), and boom the win streak begins.
