There's already a Firefox add-on called DeSOPA that a developer has created which will allow the user to connect to an infringed website via the IP address rather than the domain site itself. The government is stupid if they think that the passage of this type of bill is going to stop anything. Most of them have no idea as to the ramifications of this bill if it ends up getting passed. They are getting pressured by media companies trying to spearhead The Pirate Bay, when the most visited sites, like Google, Wikipedia, and especially YouTube could easily get shut down, as well.
