yes, that can be what it means, but if they're willing to merely juice it that much without moving the number, then it can mean the book has taken a side and they're just willing to tax those who are betting into the side that's getting hit. if a book moves one side to -130, then they're pretty exposed on the other side, and they're not going to do that without a good reason.

that's just my interpretation of such movements and what i think broadway was getting at.
