    Im Going with Wales at +175, Russia is in control mode they wont be much of a threat in front outside of Daysun and Bale will pick apart russian defenders. Just my two cents

    It has to do with the starting line ups. If a team knows they have nothing to play for they will field a weak squad giving an unfair advantage to the opposing team.
