Before the invasion of illegals from across the Southern Birder, the Blacks got all the attention, all the welfare, and everything else the Liberals could give them. When the Hispanic community started growing by leaps and bounds, the Hispanics, legal and ILLEGAL started receiving funds from the Liberals, including funds for housing, food, health care and other things. So the Blacks were left out of the give away lines and did not like it.
