I heard an explanation for this last night which actually made some sense....

The league wants to protect the QBs, it looks bad to us now, but if a team's starting QB goes out for the season, they fear the fans lose interest in watching the backup QB start the remaining games, due to the sharp drop-off in talent on most teams.

For example, 49ers with Garoppolo out, will be starting CJ Beathard

You wanna protect a quarterback get them a good running back and an Offensive line that can block.. Can't protect QB's as they are looking down field and the defender needs to make the tackle on the mad rush.. That's FOOTBALL!! Shiit rule..
