I'm still not sure how the Steelers can trade him if he is unsigned?

He is subject to the franchise tag and would have to sign that 1st...no?

n Bell: Subject to trade talks (RotoWire) The Jets contacted the Steelers for a preliminary discussion regarding Bell's availability, Ralph Vacchiano of SportsNet New York reports. Analysis: The conversation reportedly hasn't gotten serious, which makes sense given the unusual circumstances. Bell's franchise tag means he can't be signed to an extension, making him a questionable fit for a Jets team without good odds to compete for a playoff spot. This at least does seem to confirm a recent report suggesting the Steelers are now willing to trade Bell. The 26-year-old can become an unrestricted free agent in the offseason as long as he reports to his team by Week 11.

they can trade him and the team that gets him will have to pay him the franchise price tag. But that team can't sign him until next season
                                when he's a free agent.
So basically if he was traded tomorrow, that team has him for 13 games.

It would have to be contingent on him signing an extension with the jets. Then he would sign the franchise tender.

                                      That's just it...

He won't play for franchise tag money so hes not going to play....no matter who acquires his rights, because his real money wont kick in until 2019, and he could get hurt between now and then so who in their right mind would execute this deal?

Bell is an idiot, down $15mm this year and headed into FA with 18 months of rust, on the wrong side of father time, troublesome and beat to death w touches the last 5 years.

Why trade for him when u can just sign him next year? He wont play this year for franchise money, hes stated that.

I'm gonna go with the Colts. I would have said TB, but they don't have the cap space to fit hm in this year. https://www.spotrac.com/nfl/cap/

It has to be a team that thinks it can contend this year, with enough cap space to pay him the franchise tag this year, and a long term after the season, and is very weak at RB. The Colts check off every box.

Not currently up in the SBR Sportsbook, though. Hope it comes back.

No, he has to sign the Tag to get traded. Unless they rescind the tag. Then he's just a Free Agent, and they can't trade him. But he still can't sign a longterm until after the season.

Not all teams have a short memory & are willing to take the gamble.

Le’Veon Bell suspended 4 games for missed drug test, per report
Bell has missed 13 games in his young career, and will likely miss more due to a suspension.
By James Brady on July 25, 2016

Pittsburgh Steelers running back Le’Veon Bell is facing a four-game suspension for missing a drug test, according to ESPN's Dan Graziano. There was talk of a missed or failed drug test in June, but Bell denied those rumors the same day.

It looks like there was some truth to them and Bell will be suspended for the second time in his professional career. Bell was suspended for the first three games of the 2015 season due to a marijuana-related arrest. That suspension was eventually reduced to two games following an appeal from Bell.

Bell is subject to the same appeals process again in 2016. He later posted on his private Instagram account that he was confident he'd win his appeal.

"I am not going to miss games, trust me," Bell wrote. "I'm gonna win the appeal...ppl have no idea what happened but don't worry...let em hate. When I end up missin no games at all, ppl for sure gonna try to love me again and I'm only ridin with my LOYAL fans!!"

The young running back has already missed a lot of time in his short career. Bell played in all 14 games in 2014, but missed a combined 13 games over the course of his other two seasons in the league. He sat for the first three weeks of his rookie season due to a foot sprain, and a torn MCL last season led to him being placed on injured reserve.
