Just got off the phone with John Cavacini, president of the West Virginia Gaming and Racing Association. "I was shocked. I was shocked," he said of the governor's description of a tentative agreement.

The mechanism for how the fees from West Virginia sports betting would go to the leagues, colleges and/or conferences is still being worked out. Discussions were at least centered on a .25 percent cut of handle.

The books could just not offer action on NCAA games and then the NCAA would lack standing since they aren't being harmed with none of their games being bet on. I'm also guessing the leagues would lay the smack down on the NCAA behind the scenes if they tried to interfere.
As to the post, what I read on Twitter, there seemed to be more of a compromise where the books would buy the stats and game data from the leagues directly to use for making lines and grading bets rather than give the leagues a cut of the actual bets.Comment -
The "integrity fee" the leagues are demanding will be passed on the bettors. No way casinos losing any edge on the juice. No -110 in WV. Guessing -115 to -120 will be the standard which will keep real bettors away.Comment -

My opinion: The hottest betting ticket in town, well, more like, scorching-hot, many year's ago--were football-cards, circulating throughout[almost] every city in the USA, which came out on Tuesdays, and this was usually 4 and 5 days before kickoff.
Those were the yummy-yummy days for studious gambler's. G'rrrr.

NCAA is a collegiate association. They can throw out any school or state or city
that defies their bylaws. You might get tournament pools from them before you get
game bets. West Virginia has no right to let people gamble on NCAA games, unless
they want WVU thrown out of the NCAA, costing a fortune.
And you will get a truncated form of wagering on certain pro leagues but not all.
For example you might have NBA betting of some sort but not NHL. NFL probably limited also.Comment -
And as I said, where would they have standing to throw out a school if they allow betting on professional sports, but not collegiate? UNLV and Nevada are still allowed to participate even though it's the only state with single action betting.
We're also assuming PASPA is not struck down, SCOTUS still has not ruled yet so we're putting the cart before the horse. NJ has also threatened to pull the nuclear option and just completely repeal the ban and just let sports betting go unregulated in NJ to force Feds to do something if necessary.Comment -
Cannot see how PASPA is struck down......2 new casinos opening up in Atlantic City (Hard Rock & The Ocean Club) I doubt this is a convenience as the city has been dead for years....The owners of The Ocean Club have sunk millions into this property and I'm told that the Sports Book is already in placeComment
