If this is a serious question, I would recommend staying away from offshore gambling until you get your tax situation settled.
I'm assuming if they froze your bank account, you had notice of your failure to pay your 2002 taxes.
You are on their radar. Worst thing an offshore gambler can be on.

But to answer your problem. I don't understand how this could be a return back in 2002. I'd have to call bullshit on that. Maybe you meant 2012? Either way, the first thing you need to do is a FOIA request. http://www.irs.gov/uac/Freedom-of-In...IA)-Guidelines
The FOIA request will detail what the IRS is doing with your account. What years are dispositioned and what years are in question. You need to make sure you are only arguing what they have on you. If you moved a bunch of times, threw letters in the trash and basically ignored them, they don't give a shit. You are still liable with whatever tax liability they determine. If they have already garnished your wages or bank account then you need to get your shit together and find a way to negotiate.
