Depends on what you mean. Don Denkinger's ball call in the World Series is arguably the worst call in sports history but it isn't in the slightest bit controversial. There's no controversy because everyone agrees he was out.

So I'd say the Tuck Rule call in the Snow Bowl is the most controversial. That's one that people still argue about to this day and will continue arguing about into eternity. Fact is the ref made the right call according to the rules of the National Football League, but that doesn't change the fact it was a silly rule.
