Actually it was 4th and 1 and had they made the call at 4th and 6 from their own 18 they would have certainly punted. Who the hell knows what would have happened. We don't get to find out. Refs control everything.

I'm an upset bears fan too and predicted this game would be shady. NFL favors certain teams there's no way around it but to play mistake free and the bears did not.

Huh? That was far later in the drive. Had this penalty been called, it would have been 4th and 6 from their own 18 yard line with about 4 minutes left and the Packers would have punted. The Bears would have had the ball to do....who knows. Maybe run the clock out? We will never know. But it would have completely changed the end of the game.

Not disputing that, but if the refs make the proper call there the Packers would have punted and the Bears get the ball. This 4th and 1 was the first of those chances and it should have become 4th and 6 from their own 18. Nobody knows what would have happened after the punt. But the odds of winning shift dramatically.

The ref can't watch the play clock and the snap simultaneously, so yes, there is a lull between when the clock strikes 0 and the penalty is called. Is this your first rodeo?
