You already told us how you bet without internet books: You have a "contact" in another country. Well I know people in other countries too, but I sure wouldn't feel comfortable bothering them 24/7 to place bets for me. Online sportsbooks do have some hassle, but they certainly seem a lot easier than the convoluted process you described in your original post - not to mention a 7% tax on winnings is a bit excessive.
