Best book for offshore horse betting?

While I have been a follower of SBR for quite some time, this is my first post. I bet horses and only horses. Not interested in casino, poker or other sports betting. I live in Arizona... one of those states where online horse betting is restricted, so I can't use any USA-based betting service. I have never used an offshore book and I'm looking for advice on a good book to use. All things considered... rebates, bonuses, rewards, ease of banking and cost-efficiency in receiving payouts... what offshore sportsbook would you recommend for horse betting? Or, should I stick with driving to the nearest OTB?... which is not always an option, and not nearly as convenient as betting from home would be.

I am able to play at a ADW but if I wasn't able to 5Dimes would be the only book I would use for horses.

TVG which is owned by Betfair wants to start exchange wagering in California and New Jersey but still need approval from the Horseman and the host track which will be difficult to say the least. This will only be available to residents of both states and in state racing only.
