Who moves the lines in college hoops?

College FB has Dr. Bob...so who moves the line in college hoops?
I've been following line movement in college hoops the past several years and I've always wondered why the lines on some games show a big move (about 1 1/2 pts) around a certain time each day. These moves always seem to occur around 6:30-6:45 p.m. ET. I've followed them in the past and they have proved successful, particularly early in the season.
For example, today's moves with their previous line before the change:
Rhode Island +2, lose by 3 in ot.
    Loyola Marymount +10.5, lose.
    Northern Iowa -5.5, win.
    Nicholls St. +30.5, win.
    Indiana -19.5, win.
    Fordham +13.5, win.
    Citadel +24, win.
Just curious as to who (or what) causes these moves...

Those who put in the time and effort capping these matchups and then invest accordingly in the side they favor. I don't think their is a CBB tout that is equivilant to Dr. Bob's CFB (in regards to moving the lines, not in regards to talent). I may be wrong though, but the only touts I pay attention to are the ones I have on my Fade Confirm list.
