People have been gambling forever basically. It is very difficult to enforce. Often times those very people who are supposed to enforce are placing bets. Hell, our States Attorney in my city was caught at a mafia run poker game a few years ago. Some kids tried to rob it, someone got shot and the police came. Our States Attorney declared a "conflict of interest" when it came to prosecuting and it got swept under the rug. Also, in lots of bars we have slot machines that are supposedly "just for fun", but if you know the right people you can get paid for them. I don't know why the just do not legalize it all and tax it. We need the money. Put the taxes in the education system (like the lotto) or a job creation program.
