Wisconsin legal sports betting history

In a lot of cases, the success or failure of a state’s sports betting push comes down to whether the governor is pro- or anti-gambling.

Fortunately for Wisconsin, Governor Tony Evers not only supports sports betting in the state – he’s one of its champions, making it an early priority to sign new gaming compacts with the state’s 11 tribes. Evers got his wish in the summer of 2021, and in the process has set the stage for expanded sports betting in the near future.

2021: Evers, Tribes Agree to Compacts

Two years after taking office, Evers moved toward delivering on his goal of coming to agreements on new compacts for the state’s 11 federally recognized tribes. Those compacts would allow each tribe to offer both retail and online sports betting, provided that all wagers were made exclusively on their respective tribal territories.

Evers’ dream became a reality on July 1, as he reached a deal with all 11 tribes on new compacts that allowed each to provide sports wagering on its own timeline. And in a stunning development, the Oneida Tribe needed less than two weeks to declare that it intended to have legal sports betting in place in time for the start of the NFL season.

Yet, despite being given the go-ahead to offer sports betting, the Oneidas were plagued with delays on the way and weren’t able to start taking bets until Nov. 30.  

2022: Oneida Launches Mobile App

February saw two landmark events take place on the Wisconsin sports betting front.

The first was Betway’s partnership agreement with the Milwaukee Bucks on Feb. 14. The deal made Betway the official gaming partner of the 2021 NBA champions; it was the latest basketball agreement for the sportsbook, which has also partnered with the Los Angeles Clippers, Miami Heat and Dallas Mavericks among other teams.

One week later, Oneida Casino launched its sportsbook app, becoming the first (and only) operator to offer mobile wagers. And with the Oneida deal seen as the “blueprint” for the rest of the state’s tribes, you can expect more online betting options soon.

2026: Expansion of legal sports betting?

Lawmakers in Wisconsin are considering a proposal to expand the state's online betting regulations, which are currently limited to locations offering retail betting. The new bill, if passed, would allow online sports betting as long as the servers are location on tribal land (similar to the current set-up in Florida).

In November 2025, a bipartisan bill with these proposed changes advanced through the Wisconsin Legislature. However, just weeks later, the bill received pushback from GOP leaders, pushing any potential vote into early 2026. 

Major industry players like DraftKings and FanDuel oppose the new legislation, as it would require them to pay roughly 60% of their revenue to tribal gaming partners. The Sports Betting Alliance (a lobbying group representing major online sportsbooks) warns that its members would likely not try to launch in Wisconsin under the proposed model.

Wisconsin sports fans have been treated to some great performances by their sports franchises in recent years. The NFL’s Green Bay Packers were the second-winningest NFL team of the 2010s, while the Milwaukee Bucks won the NBA title in 2021 and the Brewers won division titles in 2011, 2018 and 2021.

Green Bay Packers betting 🏈

The Bucks have a recent NBA title, a deliriously loyal fan base and one of the biggest superstars on the planet in Giannis Antetokounmpo. They also have the first sportsbook partnership of any pro team in the state, entering a multi-year agreement with Betway in February 2022. The deal makes Betway the team’s official gaming partner.

Milwaukee Brewers betting ⚾

Will the Brewers follow the example set by the NL-rival Washington Nationals? The Nats are the first Major League Baseball team whose stadium is connected to a retail sports betting venue (BetMGM Sportsbook). The Brewers’ home park, American Family Field, recently underwent a brand change and would likely welcome sports betting partners.
