Dads boss is a stubborn fcuk...keeping building open

Is this illegal in California? Its a non essential commercial building. My dad is over 70 and don't want him exposed; may be forced to go or fired. Can I rat his ass out anonymously? Would it even be effective?
His reasoning: tenants won't pay rent if building not opened.
