Besides being a stiff Bobby is also a dead beat father per his ex wife. Hes had a gambling addiction since 1994 and has been scamming people ever since. He doesnt pay attention to his kids and married his now wife because of she knew people who worked for books in CR. He eventually hooked up with Cesar and the rest is history.

He was making all the payouts for Cesar in return for 25% of all deposits coming in. The 25% was going into an account at 18th and he was arbing the balance over to other books.
