secondly, you only have to worry about the IRS if you are positive for the year, I doubt many are!
The FBI doesnt care about catching the customers, it is not illegal to place a wager (just like when they bust bookies, they dont go after the people playing with them)

I think they are just not licenced, thats why they want to keep it a secret, they are trying to avoid taxes! And maybe when they go bust, no one will be able to find them, then they may be able to set up shop once again!
