Best locations for pro betting in the world

I am trying to figure a good place to relocate for pro betting. Maybe some have ideas. Could be really anywhere.
Three key factors:
- Good availability of sharp bookmakers
- 0% or close to zero taxation on gambling winnings, even for pro status.
- Nice and safe place to live

Is Mexico and Brazil really 0% tax for pro bettors? Those could be decent options. Perhaps some Caribbean island as well?

I always use Toronto for my VPN location when I want to look at lines at books that are banned in the US. I can't remember if I've ever had a problem using that location to access offshore books.

Seems Canada, Malta and Ireland/UK. Mexico and Latin America might have some options for Spanish speakers but not sure of the taxation. Austria, Monaco, Australia and Gibraltar maybe as well.
