Why would you go for a pass on a 4th down in your own redzone?

punter dropped the snap and then just flinged it over his head at the goal line, technically an incomplete pass

I see, I am following the game on NFL.com and they showed as incomplete pass, i was wtf why would you do it.

it was a bizarre play, punter would've been smarter to just take a safety since the incomplete just made it a failed 4th down attempt.
