        The Phillies and Royals have held at least preliminary trade talks involving Kansas City third baseman Mike Moustakas, according to Jim Salisbury of NBC Sports Philadelphia. The level of interest is not entirely apparent and there’s no indication at this point that the sides are nearing an agreement. But the K.C. scouting department is said to be taking a look at the Phillies system to identify targets.
        With a $5.5MM salary this year and $1MM buyout on a 2019 mutual option, Moustakas is an affordable target. Of course, that’s probably not the chief concern for the Phils, who have been much more willing to burn money than prospect capital of late. In recent years, the club has placed numerous hefty salaries onto its payroll, but in most cases hasn’t packaged significant young talent or taken on long-term financial commitments.
        The Philadelphia organization unquestionably has the assets to get Moustakas; what’s not yet clear is whether he’s really the player they want. Firmly in the picture in the National League East, the Phillies are said to be a possible pursuer of top summer trade candidate Manny Machado — a player they may also covet in free agency at season’s end. The club has also been connected to Rangers third bagger Adrian Beltre.
        Moustakas, 29, has trailed off at the plate of late after surging to open the year. Still, his .255/.310/.467 slash and 15 home runs through 332 plate appearances fall right in line with his composite work from the prior three campaigns. He has perhaps even been a bit unfortunate; while his .255 BABIP is in line with his unusually low career rate, Moustakas is credited by Statcast with a .383 xwOBA that greatly exceeds his .325 wOBA.
        There’s not much mystery at this point as to Moustakas’s profile. He’s got excellent power, middling on-base ability, and not-insignificant platoon splits (which have widened this year). Defensively, he has graded out as a positive this year, but he has mostly played within range of average over his career.
        It’ll be interesting to see how the deadline plays out for the Phillies. There are lots of possibilities, both at the hot corner and elsewhere on the roster. As Salisbury indicates, the team may well not show much interest in parting with top prospects to make deals. But few, if any, clubs in baseball can match the Phillies in near and long-term financial flexibility, opening numerous creative avenues to improve a roster that has already looked solid through the season’s halfway point.

                          Rangers third baseman Adrian Beltre spoke about his future Saturday, telling Evan Grant of the Dallas Morning News and other reporters that he’s unsure if he’ll return in 2019. But if Beltre does come back for what would be his age-40 season, the impending free agent only wants to play for the Rangers. “If I’m going to play next year, I want it to be here,” Beltre said. “Right now, that’s a big if. But, if I play, I think I owe it to these fans. And I want to retire as a Ranger.” The Rangers seem open to welcoming back Beltre if he continues playing, as general manager Jon Daniels said that “having him finish his career here would be an honor.” In the meantime, it’s possible Beltre will finish this season on a playoff contender if Daniels trades him. However, given that Beltre has 10-and-5 rights, he could stand in the way of a deal.
                          • Angels star Shohei Ohtani took part in a simulated game consisting of 10 at-bats on Saturday, per Jeff Fletcher of the Orange County Register. “It all went well. It’s definitely a positive step for him,” said manager Mike Scioscia, leading Fletcher to posit that Ohtani could be within a week of returning if he doesn’t suffer any setbacks. Damage in Ohtani’s ulnar collateral ligament has kept the two-way standout off the field since early June, and he might not pitch again this season as a result. It appears the 23-year-old rookie will factor into the Angels’ offense again in 2018, though, and that would be a boon for the club. Before going on the DL on June 8, Ohtani slashed an excellent .289/.372/.535 with six home runs in 129 plate appearances.
                          • As the July 31 non-waiver trade deadline approaches, staying under the $197MM competitive-balance tax figure is “a target, not a mandate” for the Giants, according to general manager Bobby Evans (via John Shea of the San Francisco Chronicle). At the moment, the Giants are under the threshold, per Evans. If they stay under it through the end of the season, the Giants would lower their tax rate from 50 percent to 20 percent in time for the offseason, when rumored target Bryce Harper is scheduled to be among the majors’ available free agents. Indeed, “there are a lot of incentives to stay below it,” Evans added. But it could be difficult, Shea explains, especially if the Giants remain in playoff contention around the deadline. They entered Saturday at 43-40, putting them just 1 1/2 games out of a wild-card spot.
                          • Dodgers rookie righty Walker Buehler had worked exclusively as a starter this year until Thursday, when he came out of the bullpen in his return from the disabled list. That outing – Buehler’s first with the Dodgers since June 8 – didn’t go well, and after yielding five earned runs over an inning against the Cubs, LA optioned him to the Single-A level on Friday. Now, Buehler will have to make a minimum of two minor league rehab starts before returning to the Dodgers’ rotation, manager Dave Roberts told reporters, including Bill Shaikin of the Los Angeles Times. The Dodgers’ plan was for Buehler to work three innings Thursday in lieu of a rehab assignment, but that blew up in their faces.

                            Giants pitcher will smith had Tommy John Surgery in the spring of 2017

                            Since returning to the team at the start of May, Smith has a 1.13 ERA and 0.71 WHIP in 25 appearances. He has 33 strikeouts in 24 innings and has yet to allow a homer. Smith's fastball velocity is a tick above where it was in 2016. He got his first save last night and ended the game throwing a 94.9 called strike 3 fastball.

                                                  With a 9-6 win on Sunday, They swept the first-place Diamondbacks behind two rookie pitchers and an offense that came alive in the finale, getting within 2 1/2 games of the lead in the National League West. Will Smith got his second save.

                                                    The Dodgers have “had preliminary dialogue” with the Marlins about some of Miami’s top bullpen arms, says Jon Paul Morosi of MLB.com. That list of relievers includes Kyle Barraclough, Drew Steckenrider and Adam Conley.
                                                    While Morosi’s sources have been careful to note that no deal is close at this time, there’s certainly a good fit between the two clubs. The Dodgers’ bullpen actually ranks fourth in MLB with a combined WPA of 26.06, but has recently seen Tony Cingrani, Pedro Baez and Josh Fields hit the disabled list (as Morosi himself notes).The bridge to closer Kenley Jansen appears particularly weak, with Erik Goeddel and Scott Alexander currently working in setup roles. The Dodgers are certainly contenders for the NL Pennant, sitting just 3.5 games back of the division-leading Diamondbacks. And of course, the Marlins aren’t serious competitors for a spot in the playoffs this season.
                                                    There’s certainly no rush for the Marlins to trade any of the above players, as all three have yet to even qualify for arbitration eligibility. Conley and Barraclough will remain under club control through 2021, while Steckenrider is controllable for another two seasons beyond that. At the same time, though, the Marlins aren’t seen as likely to do much winning over the next three or four years; they’re mired in a full teardown that began this offseason with trades of Dee Gordon, Giancarlo Stanton and Marcell Ozuna.                                                         Carlos Carrasco will return to the Cleveland Indians' rotation on Friday against the Oakland Athletics, manager Terry Francona said on Sunday.

                                                        The right-hander has been sidelined since being hit by a line drive to his right elbow in a game against the Minnesota Twins on June 16.

                                                        With Carrasco set to return, the Indians optioned right-hander Adam Plutko to Triple-A Columbus and called up left-handed reliever Marc Rzepczynski. Plutko is 4-2 with a 4.66 ERA in seven appearances (six starts) this season.

                                                        Carrasco pitched four scoreless innings in a rehab start for Double-A Akron on Saturday night and hit 97 mph on the radar gun, Francona told reporters.

                                                                        10:00am: Beck tweets that Joe Jimenez will serve as the Tigers’ closer while Greene is out.
                                                                        9:42am: The Tigers placed a pair of notable trade chips on the 10-day disabled list, per a club announcement. Closer Shane Greene is going on the shelf due to a strained right shoulder, while center fielder Leonys Martin is dealing with a strained left hamstring. In a pair of corresponding moves, Detroit has reinstated lefty Daniel Stumpf from the 10-day DL and recalled outfielder Mikie Mahtook from Triple-A Toledo.
                                                                        It’s not immediately clear how long the 29-year-old Greene will be expected to miss. There’d been no previous word of a shoulder issue for Greene, making this morning’s announcement something of a surprise. If he proves to be out for anything longer than a month, that’d mostly eliminate the chances of Greene being moved this summer, as he’s unlikely to clear trade waivers next month given his affordable salary and remaining two years of club control.
                                                                        Greene is in his first full season as the Tigers’ closer and has handled himself well for the most part, though he’d given up a total of three runs over his past three appearances (perhaps being negatively impacted by his shoulder along the way). Overall, he’s posted a 4.03 ERA with 10.0 K/9, 2.6 BB/9, 1.66 HR/9 and a 43.4 percent ground-ball rate. While he’s clearly been too homer-prone so far in 2018, Greene’s 19.1 K-BB% is the best of his career, and his fastball velocity has held steady just a hair shy of 95 mph.
                                                                        However, as MLB.com’s Jason Beck tweets, manager Ron Gardenhire told the media today that Greene revealed yesterday that his shoulder has been bothering him for “awhile.” Gardenhire notes that Greene’s velocity dropped substantially Sunday — as does appear to be the case — prompting the DL placement. He’ll visit a doctor for further evaluation in the coming days.
                                                                        As for Martin, word that he was DL-bound broke yesterday after he exited Sunday’s game early. As Beck writes, Martin has been playing through hamstring discomfort since a DL stint back in May. After exiting yesterday’s game in too much pain to continue playing, Martin essentially “asked us to put him on the DL,” manager Ron Gardenhire told Beck and other reporters. Martin says his hope is to return to the club in 10 days, though given the proximity of the All-Star break, perhaps the Tigers will hold him out a bit longer in order to afford him with a few days of extra rest.
