March 31, 2023: Gov. Andy Beshear signs HB 551 into law. Legalized sports betting will finally come to Kentucky after previous attempts (House Bills 137 and 241) failed.

Kentucky sports betting history and handle

With Gov. Andy Beshear’s final approval of HB 551, Kentucky sports betting became legal. They are the 37th state with legal sports betting so far. Although the bill was signed on March 31, 2023, bettors from the Bluegrass State will need to wait a bit more for the official launch. 

Retail sportsbooks will open first on September 7, 2023, just in time for the start of the new NFL season. Online betting is scheduled to go live on September 28, 2023.

To legally operate in Kentucky, a sportsbook must partner with one of the nine approved horse racing tracks — each track will be allowed to host three online betting skins. Taxes will be 9.75% for retail and 14.25% for online sportsbooks. Early estimates show that legal sports betting in Kentucky could generate an annual tax revenue of around $23 million.
