Short version indeed "value": I think she is a comfortable favorite and would put her around @ 1.75 at the very most (market odds).

Peng hasn't been stellar at all this season and dropped sets in every previous round at this tournament to statistically unimpressive opponents (although admittedly I did not watch any of these matches, I have seen Peng on several occasions this year, and Towel even more so). Towel was great in Charleston and although she did struggle in her initial match in Morocco, she has been looking good overall in my opinion, and seems to be enjoying this tournament. Add to that the following H2H and it's apparent to me odds above @ evens are great:
