He does this around the time it occurs and during an interview with ABC News where he was presumably asked about the question since it was a widely reported story in the national media. I drive through a bad part of memphis on my way to work from campus and every day, at about noon, there is a group of African Americans just sitting on their porch. There's people walking around everywhere, many with a brown bag in their hand and a bottle in it. So why are they in poverty? Because the government gives them there welfare check which is just enough to get by, so instead of having to go out and get a job they can sit around, drink, and when they decide to get something they cant afford they steal to pay for it.

The original argument had to do with the percentage of blacks in our prisons. So illegal immigrants would not pertain to the argument at hand since they would be deported.
