I don't know about Louisiana but I know for sure California and Florida require state permit first before they get a federal. That's why there is no drilling in Cali and Florida. The federal government will not issue a permit unless the state approves it first.

devil's advocate here pointing out one issue with what you are saying. The US i the only country that has companies do the deep water drilling. All other countries that lease land and drill in the Gulf of Mexico do so in shallow water so if a blow out such as this occurred they would be in depths that would allow a lot more hands on repairs. It isn't that BP is enjoying this. They did have a system in place to avoid this but that system failed. And BP has to have permission from the federal government before they do anything to stop this.
