I think there are potential fines for restaurants or businesses not following the rules but not for residents in most cities. Manhattan beach cops will give you a ticket for not wearing a mask, but that's as harsh as I have heard. Most of the Sheriffs/Police chiefs in So Cal have basically said that this is on the honor system and that they aren't doing shit. BTW none of these "rules" apply to homeless people so if you get harassed just tell them you are "unhoused"
