Monday night football 10/25/10

This may be a dumb question, but I'm curious how the spread % is determined.

Is it based on the number of bets placed on each side? I.e. If 100 bets are placed with 65 on fav / 35 on dog, then spread % is 65% Fav / 35% Dog.

Or is it based on the amount of money placed on each side? I.e. If 100 bets are placed as 50 fav / 50 dog, but 65% of the money is on Fav and 35% of money is on the dog. Then would it show 65% Fav / 35% Dog.
