In soccer parlay, I haven't had a tie yet to understand this but do tie win or lose which is the draw? Anyone know?

If you play the PK and it Draws, that bet in the parlay is cancelled, so if you had a 4 team parlay and played PK and that match was a draw, you'd be down to a 3 team parlay (just like a push in other sports).

Parlay pk has that extra insurance security bet like betting the over when OT hits.

he hit the underside of the crossbar. when the ball bounced it was clearly in the goal, but it had backspin so it went back out of the goal after bouncing

If that wasn't a setup I've never seen one. They denied the Godoy goal, then red carded them because they were too strong... sorta' reminds me of the NBA
