The problem is that it's way too easy for a book to freeroll a player in this situation. Say a book has 9/6 jacks or better video poker and pays 8000 coins on a royal instead of 4000. That would change the edge from roughly -5% to the house to roughly +1.5% to the player. Royal flushes are rare enough that it would be easy for the book to still win in the short term. So they could simply change the payout, and when people notice the higher payout and play it, if the players have a net loss, they can either decide at some point to "fix" it and keep their winnings, but if the players win, they can claim "software error" and void all the winnings.
