I don't think he's an upgrade on the starters.

They have a platoon of Ibanez/Jones, Granderson, and Swisher. I don't see how Ichiro is better than any of these guys. Do they want him for depth?

This is why so many of the old-school M's, including Lou, did not care all that much for Ichiro. He CAN speak English but chooses to use an interpreter. He is douchey as hell, though most people wouldn't be clued in to it. South Koreans and many Japanese do not like Ichiro because of his attitude, many consider him the asian A-Rod so to speak.
