His actions (inactions) were reprehensible but there is no evidence that would have given rise to criminal charges.

The guy is dead so who really cares if his actions rose to level of criminality or not?

Personally, as far as Paterno is concerned, I'll be satisfied if his legacy ends up properly tarnished to the point where the culture that existed at Penn State that enabled this to go on for decades unreported or punished never exists again at another athletic department...
