I think that applies to certain conditions also I think wtf. Some countries don't even deal with them. I am not totally sure on that but I think that applies to hardened criminals and not things like being a book operator in some other country. Everyone of them countries are different. Technically true but this happens all time. If extradition is possible then attach a crime also illegal in that country (money laundering usually does the trick). The far more common situation with smaller non treaty nations is some form of compensation and agreement to deport as non desirable (in which case I'm sure Canada hands him over). I'd expect being a citizen of Canada he needs to resolves this or run as in location not known. We'll see though and I'm curious to see how this all plays out.
