I said government in my reply. I didn't say FEMA. Maybe what needs to happen is a better chain of command so that when a city official requests a bag of rice or a tent it doesn't have to be authorized by the president of the United States first before is sent.

Perhaps this same city government (along with the state) shouldn't have spent the federal money for levee repairs on attracting casinos into the area. Perhaps those same people who choose not to evacuate should be grateful for the help that they did receive. Perhaps they also need to be reminded that New Orleans did not receive the direct hit from Katrina. That would be the Mississippi coast. First of all it was the Georgians that invaded South Ossetia which started this mess. Russians are merely coming to the aid of South Ossetians who are majority Russian citizens.
Secondly how ironic is it that the one who invades any country he wants (under the guise of faked intelligence reports) and kills hundreds of thousands of civilians denounce others for basically doing the same thing.

Just like if Georgia had tried to secede from the Soviet Union they would have been crushed which is why they waited until they collapsed.
I'm not naive enough to believe that the Russians are on a peacekeeping mission. They will probably use this as an excuse to retake Georgia back under their control. But the blame lies with the Georgians for opening the can of worms by invading first.
