Did you know that a high school diploma is a prerequisite to pursue further education? Would that be considered an incentive? What about learning basic reading, writing and English skills for communication in order to have the tools to communicate with other people around you?

Some kids are not meant to graduate from HS. Both my brothers never graduated HS and are making as much money as I do now with an advanced degree in college. It's a myth that college education will give you a well high paying job. It all depends on supply and demand. My brothers learned a trade and have their own small businesses and are as financially succesful as I am with a Masters from college.
