Govt in every Industry puts out volumes of regulations that they do not even understand, they provide little guidance, and selectively enforce the regulation partly based on political contributions. When their regulation fails ie. Banks, offshore drilling. Instead of clarify and enforcing and do some tweaking, they come out with an entire new set of regulations that they do not even undestand and the cycle continues.
