The UIGEA has already "kicked in". Its technically been in effect since it got passed years ago... The June 1st date is the deadline for banks to comply with it.... HUGE difference, and if you haven't noticed, the banks still don't know what to do or how to block the transactions. I could get into alot more detail, but I'm not going to on a public forum. But they are supposed to block all gambling transactions.... guess what? All transactions from gambling are coded and are listed as electronics, health, etc. On your credit card statement, it won't say FULL TILT POKER, or 5DIMES... its coded in a way that is unrecognizable by the credit card companies and therefore they cant differentiate between gambling and electronics that were bought over seas. The law is fine to save their asses, but the bottom line is its an impossible task for the banks.
The only way online gambling will ever become impossible in the US is to block IP addresses..... The US wont do that though, and its therefore gonna continue to be run normally. It will be legalized and taxed long before we won't be able to gamble. Just the way it is.....
