Uhh. The machines have random number generators to produce the payouts. The manufacturer checks to verify that the algorithm actually produced the win or if some sort of reel malfunction or other sort of glitch caused the machine to produce what seems to be a jackpot win.

So a jackpot winner is supposed to believe that when some goon from the casino says they're not going to pay you.

Casino worker Benny the Blade-"Our machines are garbage, so you didn't REALLY win according to the manufacturer. We're supposed to get new machines from a different manufacturer next year once they get their bugs worked out."

Jackpot winner- "How come you don't pay back the players who lost on the machine earlier"

Benny-"We had no evidence the machine malfunctioned when they were losing, but a customer can fill out 10 forms and wait 60 days for a ruling"

Jackpot winner- "So you're saying the machines are rigged and paid off too soon?"

Benny- "Oh no, they aren't rigged! We'd lose our license, and our casino makes too much to risk that. The algorithm went nuts, why can't you understand that! Now if you want to play the same machine after the manufacturer fixes it and you win, we'll gladly pay you after we check the random number generator.
