Never carried a balance except once when I transfered some student loans to Discover at 0%. Guess I am lucky my parents drilled not using them unless I was going to pay them each month into my head.

Yeah, I have actaully had at least one charge off. One of the larger chunks I owed is not on my report anymore. I've been told that after 7 years it's either not reported, and/or written off in some cases. I don't know if it's a legal matter or industry standard.

As for the other problem with an exhorbatant rate hike, I don't know what to tell you. But it sounds like bullshit and something you should be able to get out from under pretty easily. I'm sure you can work something where at the very least you cancel the card and lock in your previous rate if payments are consistent. If I can't handle things like that on my own, I talk to an attorney friend. If I have to I'll get him to write a "strongly worded" letter.
