The only thing they can do to get rid of pens in final is if they play a 2nd game if the final is a draw after extra time a few days later.

Soccer (futbol) is a great sport. But it's a low-scoring sport.

One parallel btw soccer and Amer Football is that there are (on average) not that many scoring events. Only difference is that Amer FB credits 2, 3, 7, and 1 for xtra-pts.

Soccer is great for league play. What to do in tournament situations, where you need one team to advance?

What about mirroring the NHL model of 4-on-4? More space = more goals. Start xtra time with 11-on-11, pull off another player every 5minutes? 10-on-10, 9-on-9, keep going until someone scores a goal?

That's not going to happen. It's 2021. My solution is simple. You play the 30 minutes. You take a 5 minute break. Then you play until one team scores. Trust me with how tired these guys will get someone will score soon enough. You can't have lotteries deciding championship games.
