I don't know why places below sea level or near ocean shores don't create massive city pump systems to pump out the ground water back into the ocean? Houston should not be a swamp still.

The 6 billion tax dollars now sent to help the disaster victims could have easily gone to building an advanced pump system or better drain system before this disaster hit..
