Actually, if I was to be honest, my totally awesome correct answer was not based strictly on baseball IQ. I saw this:

I just always thought the batter had to at least pull the bat back a little , or drop his hind leg back.

No, the runner can't advance. It's a dead ball.

Only way the runner on 2nd will advance would be if there was also a runner on first.
