no it isn't.

Because if that was the case.. then you wouldn't be able to lay a futures bet down in vegas.. go to your home state (outside of Nevada).. make a copy of the bet for record keeping.. send in the bet original when it wins.. and collect a check from the casino. None of that would be legal if you couldn't post a photo of a bet across state lines..
