I can't believe no one said mark redman from the royals in 06, he was 5-4 with a 5.00+ era at the time. Solely there because he had to be because there were no other royals. I recall he was booed immensely when his name was called.

I think it's kind of confusing how you stated this. I just now saw this thread and I'm in shock no one has mentioned this name because it was the biggest JOKE I ever saw.
It was 1999 or 2000 maybe.
JOSE OFFERMAN made the All-star team with a batting avg. of .217.
I don't recall who the manager was I wanna actually say it was his own that year.
He felt he got snubbed the year before so he gave him a spot after an injury.
Disgrace.
