NY has their own version of RICO, therefore the Feds do not have to be involved. An ongoing, criminal enterprise, usually requires that you are into three different activities. That's why you avoid loan sharking, and extortion.

Yea, bookmaking is not a very serious offense. Punishments are bad, but not extreme. It's worth the venture imo.
