NO! the police don't bust these places, if anything they might write up a by-law infraction for an "unlicensed" employee.

Toronto Cops really aren't concerned with this ( I know, I have a childhood friend thats a detective in the major crimes unit) , its alot of work to try and bust places like this, and there are alot of them, the penalties are very minimal IF the cops decided to lay charges, not like the USA, prostitution is legal in Canada, soliciting isn't.

The cops can't lay charges unless they have tons of evidence, you could NEVER get jail time, so the cops don't bother.

No, I'd say "illegals" are very few, girls must be licensed by the city of Toronto, by-law enforcement officials specifically look for unlicensed girls, if there gets to be alot, the police would be notified and the place likely raided, then shut down.

Massage place owners really don't want that to happen, they make too much money to throw it away on illegal employees.

I'm sure there must be some illegals, and the occasional underage girl gets caught too, but generally speaking - the cops are happy if everything stays on the down low, once underage girls are found, the police will get involved.

Like I said, owners of these establishments operate out in the open and don't want any hassle, they just want money.

It ain't easy, a few years ago there was a scandal when the media caght on to the fact that strip clubs were importing girls - legally - regular Canadians were not too happy about this and the restrictions have become alot tougher to get into the country to work.

Not a loophole, part of the NAFTA agreement Canada has with Mexico.

With the USA being such a difficult place for Mexicans to enter, Canada now receives many more visitors from that country.

Canada has become much friendlier with Mexico these days.
