Apparently not if the QB is out of the pocket.

So if QB is scrambling out the pocket and a receiver is standing near the lines in the endzone, just chuck him out and then you don't have to worry about him. Somehow this doesn't seem right. Maybe a bad rule loophole.

i think qb is considered a runner if out of pocket. so contact would just basically be a block.

Once out of pocket, a QB is a "runner" and illegal contact does not apply.
