At certain books like TheGreek, I think the limit on these high-end March Madness games is like $11K maybe. If you pounded out two wagers at that limit (which you can easily do by the way, they just increase the juice right after a whale puts up a max wager, then you can rebet if you have the bankroll to do so), then it's possible that he could wager $20K on this game.
